Hainan International Arbitration Court（HIAC）

Panel of Arbitrators

The Hainan International Arbitration Court (HIAC) is an international commercial arbitration institution established by the People's Government of Hainan Province in accordance with the Arbitration Law of the People’s Republic of China. In 2022, Hainan was designated as one of the four national pilot zones for the development of International Commercial Arbitration Centers. HIAC has been incorporated into the Supreme People's Court's "One-Stop" International Commercial Dispute Resolution Mechanism. In the Third Arbitration Credibility Assessment, HIAC was again honored as "Top Ten Arbitration Institutions in China" and "Top Ten Institutions for Foreign-related Services," making it one of only five arbitration institutions nationwide to consecutively win this Dual Top Ten recognition.

Pursuant to the provisions of HIAC Article of Association and the HIAC Arbitrators Management Measures (Trial), HIAC now hereby announces to open its Panel for admissions to the new panel of Arbitrators from both domestic and international professionals. The term of appointment shall commence from the date of engagement and terminate upon the expiration of the term of the Second Board of Directors of HIAC.

I. Standards for Admission to HIAC Panel

(A) Domestic Applicants

1. Meet the conditions stipulated in Article 13 of the Arbitration Law of the People's Republic of China.

2. Be passionate about arbitration, impartial and upright, possess the capability to independently handle arbitration cases, and be able to guarantee sufficient time for case handling.

3. Have not been subjected to any criminal punishment, nor received any administrative or industry disciplinary sanctions more severe than a major demerit within the past eight years.

4. Be in good health and capable of performing duties normally.

5. Applicants in the following categories must also meet the specified conditions:

(1) Lawyers: Hold the position of Chief Lawyer, Deputy Chief Lawyer, Partner, or have work experience in foreign-related legal affairs.

(2) Retired/Former Judges: Have at least five years of experience in civil and commercial trials.

(3) Legal Researchers/Teachers: Hold the professional title of Associate Professor or Associate Researcher or above; incumbents must obtain consent from their employing institution.

(4) Professionals in Economic and Trade industry: Possess a senior level of professional expertise and extensive industry practical experience, holding management positions such as head of the legal department or head of a business department in influential listed companies or large enterprises.

(B) Oversea Applicants

1. Be currently serving as an arbitrator in an international arbitration institution.

2. Possess professional knowledge and practical work experience in fields such as law, economics and trade, investment, finance, securities, construction, engineering, intellectual property, maritime affairs, etc.

3. Have not been subjected to any criminal punishment.

4. Be in good health and capable of performing duties normally.

II. Procedure of Selection and Admission

(A) Application: Both new domestic applicants wishing to serve as HIAC arbitrators and current listed HIAC domestic arbitrators applying for reappointment must submit their applications online via the HIAC Arbitrator Application Platform on the official HIAC website (https://declare.hnac.org.cn:8038/details.html).

Applicants from Hong Kong SAR, Macau SAR, Taiwan region, and foreign nationals may submit applications online via the HIAC Arbitrator Application Platform (https://declare.hnac.org.cn:8038/details.html) or via email (hnac@hnac.org.cn) [Attaching the Arbitrator Application Form (English Version)].

(B)       Review: HIAC will review and evaluate the application materials submitted by applicants and propose a list of candidates for appointment.

(C)       Appointment: The proposed list of candidates will be submitted to the HIAC board meeting for deliberation and approval. Upon approval, the appointments will be publicly announced.

III. Important Notes

(A) Applications must be submitted within 30 days from the date of this announcement. Scanned copies of the following documents must be uploaded: identification documents (National ID Card, Passport, etc.), academic degree certificates, professional qualification certificates (e.g., Legal Professional Qualification Certificate), practicing certificates, proof of professional title/position, and major academic or research achievements.

(B) Applicants who are not admitted will not receive individual notifications. Application materials submitted by applicants will not be returned, unless otherwise specifically requested.
